A large U.S. transit agency operates in a complex, safety-critical environment where employees must navigate extensive rail infrastructure, communicate clearly across teams, and maintain reliable service. As the agency prepared for future growth and evolving regulatory requirements, leadership recognized the importance of ensuring employees had a consistent understanding of track geography, asset locations, and operating procedures.
Strengthen safety as the foundation of rail operations through a standardized training and certification program that improves workforce readiness, compliance, and operational performance.
Several workforce knowledge gaps were creating risks for safe and efficient operations. Employees needed a more thorough understanding of the rail network's physical layout, while inconsistent naming conventions and communication protocols occasionally led to unclear radio exchanges. At the same time, the agency was preparing to implement a federally mandated Roadway Worker Protection (RWP) program that required precise definitions of work zones and protection boundaries, making standardized track knowledge essential.
Mosaic partnered with the agency to design and implement a scalable Physical Characteristics (PC) Certification program that combined proven qualification-based training methods with modern digital learning tools. The engagement began with a Training Blueprint and Learning Solution Plan that established a clear roadmap for program development, delivery, assessments, and long-term sustainability. Mosaic then developed a blended learning experience that included self-paced online training, a gamified Rail Builder application, digital study aids, and supporting instructor-led materials. Through disciplined project management, formal knowledge transfer, and change management support, the agency gained a repeatable framework for building and maintaining critical workforce knowledge across rail operations.
The program established a strong foundation for expanding competency-based training across additional roles and operational areas, strengthening safety culture, supporting compliance, and improving the long-term reliability of rail operations.
