An energy infrastructure company operating natural gas pipelines across the United States, Canada, and Mexico was looking to improve the effectiveness, consistency, and efficiency of training across the enterprise. Multiple learning and development teams operated independently, creating challenges with resource planning, cost management, and training governance. The decentralized structure also made it difficult to identify workforce learning needs consistently and ensure the organization was investing in the most effective training solutions.
Create a scalable learning governance model that standardizes training, improves efficiency, and aligns workforce development with business needs across the organization.
Training responsibilities were distributed across multiple business units with limited coordination or oversight. As a result, training standards varied, costs were difficult to manage, and learning requirements were identified inconsistently. The organization lacked a centralized approach for governing learning and development activities while still maintaining the flexibility needed to support diverse operational functions across multiple regions and business lines.
Mosaic conducted an enterprise-wide learning analysis to evaluate the organization's learning and development structure, identify opportunities for improvement, and establish a path forward. Based on the findings, Mosaic recommended a federated governance model that balanced centralized oversight with business-unit accountability.
To support implementation, Mosaic helped establish a Training Center of Excellence (COE) responsible for training governance, standards, and organizational learning expertise while enabling local business units to continue owning operational training execution.
Key elements of the engagement included:
The Training Center of Excellence created a central source of expertise and governance, enabling the organization to standardize practices while maintaining the flexibility needed to support local business requirements.
The new learning governance model and Training Center of Excellence established a sustainable framework for workforce development, helping the organization deliver consistent, high-quality training while adapting to future operational and workforce needs.
