Client Spotlight: Major Independent System Operator

Mosaic worked with an independent system operator (ISO) that manages the flow of electric power to 85 percent of the electric load in the state of Texas. It also manages financial settlements for the competitive wholesale bulk-power market.

The Mosaic Company has been working with this ISO for over five years in various capacities and supporting its Market Participants-energy companies that are stakeholders in the new Texas Nodal Market. The Texas Nodal Market replaces the zonal market, which is a current congestion management zone. The new market will consist of more than 4,000 nodes and allow for improved price signals, improved dispatch efficiencies, and direct assignment of local congestion.

Through Market Participant Outreach, Training and Readiness activities, and process and procedures/traceability, Mosaic has helped this ISO position its customers to make the complex transformation from a simple zonal market into the new Texas Nodal Market. This change allows for improved price signals, more efficient dispatching and direct assignment of local congestion. We have assisted this transition in new Nodal areas, including a day-ahead market, reliability unit commitment, credit monitoring and management, real-time and security-constrained economic dispatch, congestion revenue rights, and the evolving wind market.

The Outreach Program was designed to address the individual technical and informational needs of Market Participants with an objective of providing education and awareness. Mosaic has worked with Market Participants from those that generate power to retailers. We led the management of the program as well as the content development.

The Outreach Program has been successfully completed with Market Participants and this ISO Nodal team better prepared for the Nodal Market. The immediate benefits have resulted in:

Mosaic has developed Texas Nodal training courses, materials and the registration process to facilitate entry into the nodal market. These Market Participants can learn and benefit from the trend of ISO's transitioning to nodal markets throughout the world. Courses focus on nodal terms and processes, the nodal impacts on business and operation, readiness requirements, and sources for additional information. Mosaic has also served as subject matter expert for the time spent on the Nodal project for support of internal development.

Mosaic served as the traceability analyst lead as part of this ISO's Readiness and Transformation team's Processes and Procedures project. The goal of this effort is to ensure that each item traced by this ISO's Compliance organization and/or Nodal Protocol Traceability team is addressed in this ISO's procedures and that the relationship between the traced item and the procedure is documented and available for continued use subsequent to Nodal go-live. Mosaic has been instrumental in managing this project for accurate documentation and future modifications.
